Oshi palov is Tajikistan's version of the pilaf loved throughout Central Asia, called 'the king of dishes.' In a big pot called a kazan, lamb is fried with lots of carrots and onions, then rice is laid on top and cooked. At weddings and celebrations it's traditional for men to cook it for hundreds, and everyone eats from big platters.
Rinse the rice and soak 30 minutes. Cut the carrots into thick matchsticks.
Heat oil in a heavy pot, fry the bite-size lamb until browned, and add the sliced onions.
Add the carrots and fry until soft, then add the cumin, salt, water, and chickpeas and simmer 15 minutes.
Spread the drained rice flat on top, bury a whole head of garlic in the center, cover, and cook on low for 25 minutes.
Mix everything, mound on a platter, and top with the meat and garlic.
